THE WYOMING BOARD OF CHARITIES AND REFORM (BCR) POLICY STATEMENT ON THE WORK RELEASE PROGRAM TO BE USED IN CONJUNCTION WITH STATE-RUN CONFINEMENT INSTITUTIONS IS PRESENTED.
Abstract
STATEMENTS OF AUTHORITY FOR THE PROGRAM'S OPERATION AND PURPOSE ARE OUTLINED. ORGANIZATIONAL STRUCTURES ARE DESCRIBED ACCORDING TO SUPERVISORY RESPONSIBILITIES AND CASEWORKERS' DUTIES. INMATES' ACCEPTANCE TO THE PROGRAM IS BROKEN DOWN ACCORDING TO ELIGIBILITY, ACCEPTABILITY, AND SUITABILITY CRITERIA. ELIGIBILITY CRITERIA INCLUDE STATEMENTS OF INMATES' CRIMES, INMATES' RISK FACTOR, AND THEIR PSYCHOLOGICAL STANDING. ACCEPTABILITY CRITERIA LISTED INVOLVE SUCH FACTORS AS HAVING NO INVOLVEMENT IN ORGANIZED CRIME OR NARCOTICS TRAFFIC AND HAVING NO MEDICAL CONDITIONS THAT WOULD IMPEDE SCHOOL OR JOB PERFORMANCE. SUITABILITY CRITERIA REFER TO AVAILABLE JOB CONDITIONS, SUPERVISORY CONDITIONS, OR BENEFIT OR WAGE PREREQUISITES. THE APPLICATION PROCESS IS DESCRIBED, WITH THE ROLES OF INSTITUTIONAL CASEWORKERS, THE ADMINISTRATION, AND THE BCR DESIGNATED. THOSE BODIES RESPONSIBLE FOR MAKING RULES AND REGULATIONS ARE NAMED. DISBURSEMENTS OF INMATES' EARNINGS ARE PROVIDED FOR, AS ARE THE TERMS FOR INMATES' TRANSPORTATION TO AND FROM THE JOB. FINALLY, CONDITIONS CALLING FOR AN INMATE'S REMOVAL FROM WORK RELEASE STATUS ARE LISTED. AN APPENDIX LISTS THE OFFENSES THAT FALL UNDER THE ELIGIBILITY CRITERIA AND THOSE WHICH DO NOT.
