This article presents the results of a pilot study that examined the impact of a workforce development program implemented in the U.S. Probation Office in the District of Delaware.
Abstract
The pilot study found that after 1 year in the workforce development program, 61.3 percent of the probationers were employed, with the majority employed full-time; 3.8 percent of probationers were full-time students; probationers who received vocational training as part of the program showed consistent improvement in employment measures compared to those that did not receive vocational training; and probationers involved in the workforce development program were 58 percent less likely to recidivate after 1 year compared to probationers who received no workforce development services. This study examined the impact of the Federal Workforce Development Program implemented in the U.S. Probation Office in the District of Delaware. The program was implemented by the Delaware District to improve employment and decrease recidivism for a group of high-risk probationers. Data for the study came from 80 probationers considered high-risk who enrolled in the program between September 2006 and July 2008; all participants were tracked for 1 year after they enrolled in the program. The findings from this study indicate that Federal probationers enrolled in a workforce development program are more likely to find and maintain employment, especially when the program includes vocational training.
