As part of the Office of Juvenile Justice and Delinquency Prevention's (OJJDP's) technical assistance for States and communities in countering underage alcohol consumption, this paper provides instruction and a sample for a State's request for proposals (RFPs) to communities seeking State funding for a community-wide effort. Samples are also provided of a community's written proposal for a grant to fund a program to counter underage drinking.
Abstract
The paper advises that State leadership and oversight can provide a clear and logical framework for grant applicants to gain funding for community-wide efforts to prevent and reduce underage drinking (UAD). The model RFP presented first announces the availability of State funds for community-wide UAD programs. This is followed by instructions to applicants on how to respond effectively in submitting a grant proposal. The sample requests the applicant to answer seven questions in its proposal. The questions address objectives of the proposed project; the nature of UAD in the jurisdiction; the perceived problems underlying UAD; how the community is currently addressing UAD; features of the strategies proposed to address UAD; how these strategies address the perceived underlying causes of UAD; and whether the media will be used to enhance proposed strategies. The paper provides two examples that demonstrate how an RFP following the recommended format can produce cohesive proposals that include potentially effective strategies.
