THIS REPORT DOCUMENTS THE RESULTS, CONCLUSIONS, AND RECOMMENDATIONS OF A 1972 SURVEY OF THE ORGANIZATION AND FUNCTIONS OF THIS FOUR-MAN AGENCY.
Abstract
TEN KEY OFFICIALS AND REPRESENTATIVES AT THE CITY, COUNTY, AGENCY, AND STATE LEVELS WERE CONTACTED TO OBTAIN THEIR IMPRESSIONS OF THE BUREAU AND TO EXPLORE VARIOUS POTENTIAL IMPROVEMENT OPTIONS. APPLICABLE MATERIAL WAS ALSO REVIEWED. STUDY FINDINGS SHOWED THAT ON THE LOCAL, COUNTY, AND STATE LEVELS, THE APPROACH TO A CRIMINAL JUSTICE INFORMATION SYSTEM (ON CRIME AND CRIME-RELATED ACTIVITIES) WAS 'UNORGANIZED, UNSTRUCTURED, UNCOORDINATED, APPARENTLY UNCOMMITTED, AND THEREFORE, UNLED'. THE RESEARCHER, THEREFORE, DISCUSSES AND DEVELOPS ORGANIZATIONAL REQUIREMENTS FOR A FUNCTIONAL STATE-WIDE CRIMINAL JUSTICE SYSTEM, PROPOSING THE ESTABLISHMENT OF A STATE DEPARTMENT OF PUBLIC SAFETY. NUMEROUS RECOMMENDATIONS ARE MADE IN RELATION TO THE ORGANIZATION AND FUNCTIONS OF THIS DEPARTMENT, SHORT-TERM PERSONNEL, OPERATIONS, AND COORDINATION IMPROVEMENTS FOR THE STATE BUREAU OF INVESTIGATION, AND SYSTEM SPECIFICATIONS AND DATA ELEMENTS FOR A STATE CRIMINAL JUSTICE INFORMATION SYSTEM. THE APPENDIX CONTAINS A DISCUSSION OF SEVEN POSSIBLE ALTERNATIVES FOR IMPROVING THE STRUCTURE OF WYOMING'S LAW ENFORCEMENT SERVICES.
