Furlough statistics of the Massachusetts Department of Correction are presented for both 1980 and since the inception of the program in 1972.
Abstract
A total of 67,319 furloughs have been granted between 1972 and December 31, 1980. During that period, 539 of the furloughs resulted in escapes, for an escape rate of 0.8 percent. From January 1, 1980 to December 31, 1980, 8,654 furloughs were granted. The escape rate of furloughs granted during 1980 was 0.3 percent, and the escape rate by individual furloughed was 2 percent. Comparisons of furlough characteristics over the 8 years of the program are discussed. Statistical tables and endnotes are appended.
