A BLACK PENNSYLVANIA FEDERAL JUDGE EXPLAINS THAT THE ROOTS OF PRISON AND URBAN VIOLENCE LIE IN THE FAILURE OF AMERICA TO ERADICATE THE RACISM IN ITS MIDST.
Abstract
THE CONCLUSIONS AND FINDINGS OF THE VARIOUS COMMISSIONS WHICH HAVE BEEN APPOINTED TO STUDY THE CAUSES OF VIOLENCE AND CIVIL DISORDERS ARE REEMPHASIZED, AND THE AUTHOR URGES A REDEDICATION OF EFFORT TO ACHIEVE JUSTICE FOR BLACK AMERICANS. THE AUTHOR WARNS THAT THE PROBLEMS OF RISING CRIME AND VIOLENCE WILL NOT BE CURED BY 'LAW AND ORDER' TACTICS BUT ONLY BY ELIMINATING POVERTY AND PROVIDING NEW OPPORTUNITIES FOR ALL MINORITIES.
