YOUNG ADULT OFFENDER CONCEPT AS A SEPARATE CATEGORY OF OFFENDERS IS ANALYZED IN CRIMINAL JUSTICE SYSTEMS IN THE WORLD TODAY.
Abstract
WHILE THERE APPEARS TO BE CRITICISM AGAINST ESTABLISHING FIXED AGED LIMITS AS A BASIS FOR CORRECTIVE THEORIES, MANY FACTORS AND CHARACTERISTICS OF THE YOUNG ADULT OFFENDER QUALIFY THIS CATEGORY OF OFFENDER AS A DISTINCT CLASSIFICATION. IN THE FINAL ANALYSIS YOUNG ADULTS SHOULD BE RECOGNIZED AS A CATEGORY CLOSER TO ADULT CATEGORY THAN JUVENILE. THE YOUNG OFFENDER IS MORE MALLEABLE THAN OLDER CRIMINALS AND SHOULD BE DEALT WITH IN TERMS OF HIS INDIVIDUAL DEVELOPMENT, SENSE OF MATURITY AND RESPONSIBILITY. THE REPORT DISCUSSES THE NATURE OF THE PROBLEM OF THE YOUNG ADULT OFFENDER, PREVENTIVE PROGRAMS, THE CRIMINAL PROCESS FROM ARREST TO SENTENCING, AND COMMUNAL, INSTITUTIONAL AND PRE-RELEASE PROGRAMS.
