OVERVIEW OF THE CALIFORNIA YOUTH AUTHORITY'S WHO WERE ASSIGNED TO INTENSIVE PAROLE SUPERVISION RATHER THAN INCARCERATION.
Abstract
SINCE 1961 THE CALIFORNIA YOUTH AUTHORITY'S COMMUNITY TREATMENT PROJECT HAS HANDLED SERIOUSLY ACTING-OUT OFFENDERS WHO HAVE BEEN COMMITTED TO THE STATE CORRECTIONAL SYSTEM FROM JUVENILE COURTS IN A NUMBER OF LOCAL COMMUNITIES. DR. TED PALMER, THE PROJECT'S PRINCIPAL INVESTIGATOR, REPORTS THAT FOR THE LARGE MAJORITY OF MALES (CLASSIFIED AS 'NEUROTIC') THIS INTENSIVE, RELATIVELY INDIVIDUALIZED PROGRAM HAS RESULTED IN A SUBSTANTIAL REDUCTION OF DELINQUENT BEHAVIOR WHEN COMPARED WITH THE TRADITIONAL CYA PROGRAM OF LENGTHY INSTITUTIONALIZATION FOLLOWED BY NONINTENSIVE PAROLE.
