This working paper highlights key elements of the problems, priorities, and major issues relating to youth crime and juvenile justice, particularly as identified by governments participating in the regional preparatory meetings for the Seventh Congress and other international expert group meetings.
Abstract
Specific provisions of the standard minimum rules are utilized to elaborate the general principles of juvenile justice. Focusing on the diverse philosophies underlying contemporary juvenile justice systems, the working paper considers dimensions and characteristics of youth criminality; marginalization, victimization, and changing socioeconomic factors involved in youth crime; the prevention of youth crime; and regional, international, and interagency cooperation for the prevention of youth crime. Internationally, the United Nations Social Defence Research Institute is well-placed to conduct research and devise new methodologies as well as to advance thinking in the field of delinquency prevention and juvenile justice. An effective approach to prevent juvenile delinquency calls for close collaboration between specialized agencies and other bodies of the United Nations system. 53 footnotes
