This was a working paper for the Seventh United Nations Congress on the Prevention of Crime and the Treatment of Offenders, which was to meet in Milan, Italy, from August 26 to September 6, 1985.
Abstract
The seventh Congress would focus on the problems of the young, particularly females, in the realm of crime and justice. The paper reviews recommendations of the previous Congress and sets out the current Congress's agenda. Specific topics discussed include the consequences of criminal responsibility; processes of youth socialization; decriminalization, protectionism, and depenalization; institutionalization of young offenders; fair treatment of juvenile and female offenders; dimensions and characteristics of youth criminality; marginalization, victimization, and changing socioeconomic factors; and prevention of youth crime. The Congress recommends, at the regional level, an emphasis on socioeconomic development rather than an extension of social controls or increased severity of punishment; and makes suggestions for international agency cooperation. 53 endnotes
