ISSUES IN THE COORDINATION AND DEVELOPMENT OF YOUTH AND DELINQUENCY PREVENTION SERVICES IN COUNTY GOVERNMENTS WERE THE FOCUS OF THE WINGSPREAD CONFERENCE CONVENED BY THE JOHNSON FOUNDATION IN RACINE, WIS.
Abstract
THE CONFERENCE POINTED OUT THAT JUVENILE CRIME AND CRIMINAL JUSTICE ISSUES ARE GENERALLY LOCAL CONCERNS AND THAT PREVENTION THROUGH THE DELIVERY OF HUMAN SERVICES TO YOUTH IS A LOCAL RESPONSIBILITY. MOST OF THE CONFERENCE PARTICIPANTS REPRESENTED LOCAL LEVELS OF GOVERNMENT. THEY SOUGHT TO EXAMINE GOVERNMENTAL RESPONSIBILITY AND TO IDENTIFY ORGANIZATIONAL AND INTERGOVERNMENTAL RELATIONSHIPS THAT WILL IMPROVE THE EFFECTIVENESS OF YOUTH-RELATED SERVICES IN COUNTY GOVERNMENTS. SPEAKERS, PANELISTS, AND PARTICIPANTS EXPLORED YOUTH INVOLVEMENT IN PREVENTION PROGRAMS AND THE NEED TO PLAN, COORDINATE, MONITOR, AND EVALUATE YOUTH SERVICES. SPECIFIC TOPICS COVERED AT THE CONFERENCE WERE THE COUNTY AND YOUTH SERVICES, WHETHER SERVICE BUREAUCRACIES CAN BE RESPONSIVE, DELINQUENCY PREVENTION PROGRAMS AND THE NEED FOR REFORM, ORGANIZATIONAL MODELS FOR COORDINATING YOUTH SERVICES IN COUNTY GOVERNMENTS, INTERGOVERNMENTAL PARTNERSHIPS FOR YOUTH DEVELOPMENT, THE COUNTY BOARD AND THE SCHOOL BOARD, YOUTH INVOLVEMENT IN PREVENTION PROGRAMS, AND THE CONNECTION BETWEEN THE PRIVATE SECTOR AND THE PUBLIC SECTOR. GROUP DISCUSSION REPORTS AND RECOMMENDATIONS AND A SUMMARY OF THE CONFERENCE ARE INCLUDED, ALONG WITH A DESCRIPTION OF THE NATIONAL ASSOCIATION OF COUNTIES, THE NATIONAL ASSOCIATION OF COUNTIES RESEARCH FOUNDATION, AND THE JOHNSON FOUNDATION. A LIST OF CONFERENCE PARTICIPANTS IS PROVIDED. (DEP)
