This report on the achievements of the Youth Gang Unit of the Cleveland Board of Education focuses on investigations, enforcement, intervention, education, training, and community networking.
Abstract
Regarding investigations, enforcement, and intervention, unit efforts contributed to a 39-percent reduction in gang-related crimes and unruly behavior in the Cleveland public schools during the 1992-93 school year compared to the same period in 1991-92. In addition to training, officers received many requests from school personnel and parents to conduct early interventions with gang-involved and at-risk students prior to their gang- related behaviors in and around the schools. The unit maintained a high profile in proactive enforcement by focusing on areas of high gang truancy and dismissals. Unit officers trained over 7,700 students, staff, parents, and youth service providers in 1992-93, an increase from over 7,400 in 1991-92. Presentations on the unit's program were provided upon request to many professional organizations and conferences. Unit personnel strengthened relationships and coordination with law enforcement, court, social service, and the community to enhance youth referrals for intervention and prevention resources. The unit has received strong support from school staff, parents, students, and the community. Media support has included frequent positive news stories, promotion of the school gang 24-hour hotline, and features on special programs. 4 tables and 1 figure
