This New York State Education Department policy paper contends that all students should complete a quality secondary school program and successfully assume roles as self-sufficient adults in society.
Abstract
The paper assumes that all students must have access to and participate in a quality educational experience and that all students will achieve if they receive quality education. In addition, extensive research indicates a positive correlation between parental involvement and student achievement. Parents who demonstrate a strong interest in their children's education promote the development of attitudes that are essential to achievement. Opportunities that promote a partnership between parents and schools must be provided, and the community must have high expectations for its youth. Further, each educational program must have a clear statement of learning outcomes, and student progress must be monitored frequently. The policy paper includes recommended actions to be accomplished within the next 5 years: better coordinate existing resources for youth placed at-risk; targeting of at least 50 percent of new State resources for elementary and secondary education toward enabling schools to meet the needs of youth placed at-risk; insuring that educational programs, services, and staff respect cultural, racial, social, economic, and language backgrounds of students; and holding schools, school districts, students, and the State Education Department accountable for the achievements of youth placed at-risk.
