DESCRIPTION AND EVALUATION OF A FREMONT CALIFORNIA, JUVENILE REFERRAL PROJECT DESIGNED TO PRODUCE A MEASUREABLE IMPACT ON THE DEGREE OF JUVENILE DELINQUENCY AND CRIMES COMMITTED BY DELINQUENTS.
Abstract
REFERRALS TO THE CENTER ARE MADE BY THE POLICE AND FIRE DEPARTMENTS AND THE SCHOOLS, WITH A LIMITED NUMBER OF SELF REFERRALS. VARIOUS TREATMENT MODALITIES ARE USED, ALTHOUGH THE CENTER'S MAJOR COUNSELING MODE IS FAMILY COUNSELING. DATA ON THE CENTER'S FIRST YEAR REFERRALS IS PRESENTED AND A COMPARATIVE ANALYSIS OF 1973 AND 1974 JUVENILE ARRESTS AND DISPOSITIONS IS SUMMARIZED. CONSIDERED ARE THE CENTER'S IMPACT ON JUVENILE REFERRALS TO THE PROBATION DEPARTMENT, RECIDIVISM, AND COMPLETION OF DIVERSION PROJECTS. IT IS CONCLUDED THAT, ALTHOUGH IT WAS NOT POSSIBLE TO EVALUATE CERTAIN GRANT STIPULATIONS, THE YOUTH-SERVICE CENTER WAS PERFORMING AS EXPECTED.
