Abstract
FUNCTIONS OF THE ILLINOIS YOUTH SERVICE BUREAU (YSB) INCLUDE RESOURCE IDENTIFICATION, IMPROVEMENT, AND COORDINATION, RECORD KEEPING AND DATA COLLECTION, VOLUNTEER RECRUITMENT AND TRAINING, AND SERVICE DELIVERY. INITIALLY, THIS DOCUMENT EXAMINES THE POLICY AND ADMINISTRATIVE FOUNDATIONS OF THE TWO YOUTH SERVICE BUREAUS UNDER STUDY. THE FOLLOWING DISCUSSION CENTERS ON JUVENILE COURT REFERRALS, YSB CLIENTS, CASE RECORDS, AND VOLUNTEER PROGRAMS, AS WELL AS LAW ENFORCEMENT AND YSB STAFF PERCEPTIONS OF THE BUREAU. STATISTICAL TABLES INDICATE THE NUMBER AND SOURCE OF REFERRALS TO THE YSB, BACKGROUND CHARACTERISTICS OF REFERRALS, AND CASE OUTCOME.
