These presentations and discussions from a 1986 conference on repeat drunk driving offenders focused on the need for a systems approach to alcohol highway safety programs and the views of judges.
Abstract
A discussion of the research literature described the diversity of alcohol abusers, the characteristics specific to drunk drivers, the process through which offenders come to treatment, the initial assessment of offenders, and recidivism and other criteria for evaluating drunk driver programs. The program in operation in Cook County (Ill.) was also described. Additional presentations focused on the extremely heavy drinking done by arrested drunk drivers, the view of judges that existing laws overemphasize punishment at the expense of deterrence and rehabilitation, and the efforts underway in Georgia. Commentaries by panelists and other participants, data tables, reference lists, and photographs.
