OJP is dedicated to increasing access to behavioral health services and improving outcomes for individuals involved in the justice system.
Our initiatives focus on prevention, treatment, and recovery services, collaborating with public health, behavioral health, and public safety professionals nationwide.
Key Funding and Resources
OJP supports prevention, harm reduction, treatment, and recovery services in communities and at all points across the justice system. This work is designed to increase access to services and improve education and awareness about mental health and substance use disorders. These resources help address individuals’ needs in the community, during incarceration, and upon reentry.
OJP supports these priorities by partnering with public health, behavioral health, and public safety professionals across the country. In Fiscal Year 2023, OJP awarded more than $90 million to support the needs and improve the outcomes of individuals with behavioral health conditions who come into contact with the justice system.
Comprehensive Opioid, Stimulant, and Substance Use Program (BJA):
Provides grant funding, training, and technical assistance to help identify, respond to, treat, and support those impacted by opioids, stimulants, and other drugs.
Opioid Affected Youth Initiative (OJJDP)
Supports programs and strategies that identify, respond to, treat, and support children, youth, and families impacted by opioids and other substances.
Justice and Mental Health Collaboration Program (BJA)
Supports innovative cross-system collaboration to improve responses to and outcomes for individuals with mental health and co-occurring substance use disorders who encounter the justice system.

Mentoring for Youth Affected by Opioid and Other Drug Misuse (OJJDP)
Supports mentoring services for children and youth impacted by opioids and other substance misuse.
Treatment Courts (BJA)
Provide court-supervised treatment in lieu of traditional criminal justice sanctions for individuals with substance use conditions.
Drugs and Crime Research (NIJ)
Expands the body of knowledge on alcohol and other substances in the context of the criminal justice system to promote effective and humane responses to substance use.
Residential Substance Abuse Treatment for State Prisoners Program (BJA)
Enhances the capabilities of state, local, and tribal governments to provide evidence-based residential substance use disorder treatment to adults and youth during detention or incarceration.
VALOR Officer Safety and Wellness Initiative (BJA)
Improves the immediate and long-term safety, wellness, and resilience of our nation’s law enforcement officers, and supports law enforcement suicide prevention efforts.
