This report charts the status of FY 2013-2014 activities of various Federal agencies in fulfilling the two overarching themes and eight objectives of the Federal Strategic Action Plan on Services for Victims of Human Trafficking in the United States, as well as the description and status of proposed actions for addressing these issues in each of fiscal years 2015- 2017 and "beyond."
Abstract
The overarching themes of the strategic plan are to integrate survivor experiences and input and meet the standard of care. For each relevant Federal agency, the proposed actions pertinent to each theme are described, and the status of its implementation overall and for each year is indicated; for example, the action of a number of Federal agencies in their efforts to integrate survivor experiences and input is to collaborate in hosting a forum in which human-trafficking survivors discuss effective, strategic, and meaningful ways to engage survivor groups. The chart indicates this action was completed in FY 2014. For each objective of the strategic plan, relevant Federal agencies are listed and the features and status of proposed actions are presented. The eight objectives of the strategic plan are to provide Federal leadership and direction to improve victim services; coordinate victim services through collaboration across multiple service sectors; establish baseline knowledge of human trafficking and victim service needs through rigorous research and reporting; support the development of effective responses to the needs of human trafficking victims; increase victim identification through coordinated public outreach and awareness efforts; build capacity to better identify and serve victims through targeted training and technical assistance; foster collaborations and partnerships to enhance the community response to human trafficking; and improve access to victim services by removing systemic barriers.
