TESTIMONY RELATED TO FEDERAL LEGISLATION PROPOSING THE ESTABLISHMENT OF A CONSUMER PROTECTION AGENCY IS RECORDED.
Abstract
THE TESTIMONY WAS PRESENTED DURING 2 DAYS OF HEARINGS CONVENED BY THE LEGISLATION AND NATIONAL SECURITY SUBCOMMITTEE OF THE U.S. HOUSE COMMITTEE ON GOVERNMENT OPERATIONS. THE HOUSE BILL UNDER CONSIDERATION, WHICH IS CITED AS THE CONSUMER PROTECTION ACT OF 1977, CALLS FOR THE CREATION OF AN INDEPENDENT FEDERAL AGENCY TO PROTECT AND REPRESENT THE INTERESTS OF CONSUMERS. THE AGENCY WOULD HAVE NO POWER TO REGULATE BUSINESS ACTIVITY OR TO DICTATE HOW OTHER AGENCIES OR THE COURTS SHOULD RULE ON CONSUMER MATTERS. ITS PRIMARY TASK WOULD BE TO GATHER FACTS AND INFORMATION FOR USE IN PRESENTING THE CASE FOR THE CONSUMER IN PROCEEDINGS BEFORE OTHER FEDERAL AGENCIES AND IN FEDERAL COURTS. TESTIMONY PERTAINING TO THE LEGISLATION IS PRESENTED BY THE PRESIDENT'S CONSUMER AFFAIRS ADVISER, REPRESENTATIVES OF BUSINESS AND INDUSTRY, CONSUMER ADVOCATES AND REPRESENTATIVES OF CONSUMER ORGANIZATIONS, CONGRESSMEN, STATE AND LOCAL GOVERNMENT OFFICIALS, AND CONCERNED CITIZENS. LETTERS, STATEMENTS, AND OTHER MATERIALS SUBMITTED FOR INCLUSION IN THE RECORD ACCOMPANY THE TESTIMONY, TOGETHER WITH A COPY OF THE BILL UNDER DISCUSSION. (LKM)
