Abstract
AUGUST VOLLMER, THE FIRST POLICE CHIEF OF BERKELEY, WAS RESPONSIBLE FOR MANY INNOVATIONS IN POLICE PROCEDURES AND EQUIPMENT. THE AUTHOR DESCRIBES HOW VOLLMER USED SCIENTIFIC METHODS IN THE APPREHENSION OF CRIMINALS AND HOW HE ESTABLISHED A POLICE SCHOOL TO TRAIN HIS MEN. THE NARRATION INCLUDES THE HAPPENINGS AND METHODS USED IN CONTROLLING CRIME BY EACH SUCCEEDING POLICE CHIEF - JOHN GREENING, JOHN HOLSTROM, ADDISON FORDING, WILLIAM BEALL, AND BRUCE BAKER. INTERNAL AND EXTERNAL FACTORS WHICH MOST INFLUENCED THE RESPECTIVE CHIEFS OF POLICE DURING THEIR TENURE ARE DELINEATED. NUMEROUS CASE STUDIES ARE CITED BY WAY OF ILLUSTRATION.
