REORGANIZATIONS OF THE EXECUTIVE OFFICE OF THE PRESIDENT, THE DEPARTMENT OF TRANSPORTATION, DEPARTMENT OF JUSTICE, AND DEPARTMENT OF STATE TO MORE EFFECTIVELY COMBAT TERRORISM ARE SPECIFIED IN THIS BILL.
Abstract
THE BILL PROVIDES THAT A COUNCIL FOR COMBATING TERRORISM BE ESTABLISHED IN THE EXECUTIVE OFFICE OF THE PRESIDENT TO ASSURE CONSISTENCY IN THE MANAGEMENT OF A POLICY FOR COMBATING TERRORISM, BOTH INTERNATIONALLY AND DOMESTICALLY. THE COUNCIL IS ALSO CHARGED WITH THE DEVELOPMENT OF AN EFFICIENT RESPONSE TO EMERGENCY AND CRISIS SITUATIONS AND THE RESPONSIBILITY FOR PRESSING FOR INTERNATIONAL SANCTIONS AGAINST CONVICTED TERRORISTS. COUNCIL MEMBERSHIP SHALL CONSIST OF THE ASSISTANT TO THE PRESIDENT FOR NATIONAL SECURITY AFFAIRS, THE ATTORNEY GENERAL, THE AMBASSADOR TO THE UNITED NATIONS, THE DIRECTOR OF THE CENTRAL INTELLIGENCE AGENCY, THE ASSISTANT TO THE PRESIDENT FOR DOMESTIC AFFAIRS, THE DIRECTOR OF THE FEDERAL BUREAU OF INVESTIGATION, AND THE SECRETARIES OF STATE, TREASURY, DEFENSE, AND TRANSPORTATION. FURTHER, AN ASSISTANT SECRETARY OF STATE, AN ASSISTANT ATTORNEY GENERAL, AND AN ASSISTANT SECRETARY OF TRANSPORTATION ARE REQUIRED TO ASSURE HIGH-LEVEL ATTENTION TO THE COMBATING OF TERRORISM THROUGH THE DEPARTMENTS OF STATE, TRANSPORTATION, AND JUSTICE. ECONOMIC SANCTIONS ARE PROPOSED AGAINST COUNTRIES WHICH HARBOR, AID, ABET, OR ASSIST TERRORISTS. REPORTS ON ACTS OF INTERNATIONAL TERRORISM, AND A LIST OF STATES SUPPORTING INTERNATIONAL TERRORISM ARE REQUIRED FROM THE PRESIDENT'S OFFICE, ALONG WITH A REPORT ON FEDERAL AND INTERNATIONAL CAPABILITIES TO COMBAT TERRORISM. SPECIFIC SANCTIONS AGAINST STATES SUPPORTING INTERNATIONAL TERRORISM ARE PROVIDED. (RCB)
