Abstract
BASIC QUESTIONS INVESTIGATED IN THESE HEARINGS WERE: 1) SHOULD THERE BE A FEDERAL PROGRAM TO COMPENSATE VICTIMS OF FEDERAL CRIMES? 2) SHOULD THERE BE A PROGRAM OF FEDERAL AID TO STATE PROGRAMS TO COMPENSATE CRIME VICTIMS? 3) SHOULD THERE BE A MAXIMUM LIMIT ON AWARDS? AND 4) WHAT SORT OF DAMAGES SHOULD BE RECOVERABLE? THE HEARINGS INVESTIGATED BILLS PENDING BEFORE THE SUBCOMMITTEE, AND THE PROVISONS OF BOTH HOUSE AND SENATE BILLS ON CRIME VICTIM COMPENSATION. WITNESSES INCLUDED JUDGES, PROFESSORS OF CRIMINAL JUSTICE, AND REPRESENTATIVES OF EXISTING STATE VICTIM COMPENSATION AGENCIES.
