GUIDELINES ARE GIVEN FOR THE OPTIMUM COMPOSITION FOR A CRIMINOLOGICAL COUNCIL AS A TECHNICAL INTERDISCIPLINARY ADVISORY BODY WITHIN THE MEXICAN GOVERNMENT PRISON SYSTEM.
Abstract
THE PURPOSE OF A CRIMINOLOGICAL COUNCIL AS A MEANS OF ASSISTANCE IN THE REHABILITATION OF INMATES IN MEXICAN FEDERAL PRISONS IS EXPLAINED, ALONG WITH ADVISORY STAFF FUNCTIONS OF SUCH A COUNCIL. CRITERIA GIVEN FOR THE OPTIMUM COMPOSITION OF THE COUNCIL RELATE TO THE MINIMUM DESIRABLE NUMBER OF COUNCIL MEMBERS, THEIR PHYSICAL, PSYCHOLOGICAL, AND EDUCATION QUALIFICATIONS, AND THE FIELDS OF EXPERTISE THAT NEED TO BE REPRESENTED. AN ORBITAL TYPE OF ORGANIZATION FOR THE COUNCIL IS ADVOCATED. SUGGESTIONS ARE MADE REGARDING MEETINGS, AGENDAS, AND OTHER OPERATIONAL ASPECTS, AND MODELS FOR EVALUATION METHODOLOGY AND REPORT PREPARATION ARE PRESENTED. THE CONCEPT OF ORBITAL ORGANIZATION IS ILLUSTRATED, AND SOME REFERENCES ARE INCLUDED. -- IN SPANISH. (LGR)
