IN THIS ARTICLE, THE AUTHOR EVALUATES PROPOSALS TO ASSURE IMPARTIALITY WHEN PROSECUTORS INVESTIGATE POSSIBLE CRIMINALITY WITHIN THEIR GOVERNMENTS.
Abstract
HE ARGUES THAT CONGRESS SHOULD BLOCK PARTISAN APPOINTMENTS TO THE JUSTICE DEPARTMENT AT THE FEDERAL LEVEL, RATHER THAN CREATE A PERMANENT SPECIAL PROSECUTOR'S OFFICE. HE FINDS THAT THE STATES ARE CAPABLE OF ADEQUATELY PROSECUTING CORRUPTION AT LOWER LEVELS OF STATE GOVERNMENT, BUT THAT THEY MUST PRESENTLY DEPEND ON THE FEDERAL GOVERNMENT FOR PROSECUTION OF HIGH LEVEL EXECUTIVE OFFICIALS.
