THE TEXT OF EXECUTIVE ORDER 12003 IS PRESENTED THAT RELATES TO ENERGY-EFFICIENCY PERFORMANCE GOALS FOR FEDERAL AGENCY AUTOMOBILES AND FEDERALLY-OWNED BUILDINGS.
Abstract
AMENDMENTS REGARDING AUTOMOBILES REFER TO THE PROMULGATION OF RULES THAT WILL ENSURE THAT MINIMUM STATUTORY REQUIREMENTS FOR FLEET AVERAGE FUEL ECONOMY ARE PREPARED, THAT EXECUTIVE AGENCIES ACQUIRE PASSENGER AUTOMOBILES TO MEET THOSE STANDARDS (FOR THE APPROPRIATE MODEL YEAR), AND THAT NONPASSENGER AUTOMOBILES ACQUIRED BY ALL EXECUTIVE AGENCIES ACHIEVE A FLEET AVERAGE FUEL ECONOMY NOT LESS THAN THE STANDARD FOR SUCH CLASS OF AUTOMOBILES. GOALS FOR ENERGY CONSERVATION ARE ESTABLISHED IN AMENDMENTS WITH RESPECT TO FEDERALLY-OWNED OFFICE BUILDINGS, HOSPITALS, SCHOOLS, PRISON FACILITIES, AND OTHER CATEGORIES. AMENDMENTS ALSO DELINEATE PROCEDURES FOR PREPARATION OF 10-YEAR COST ESTIMATES FOR OWNERSHIP, OPERATION, AND MAINTENANCE OF FEDERAL BUILDINGS, INCLUDING THEIR FUEL AND ENERGY COSTS. GUIDELINES FOR APPROVALS, REVISIONS, AND REQUIREMENTS WITH RESPECT TO THE SUBMISSION OF THE PLANS ARE ALSO DETAILED. EXCEPTIONS AND WAIVERS TO THE AMENDMENTS ARE INCLUDED. (MHP)
