Abstract
FALLS CITY, NEBRASKA IS 100 MILES NORTHWEST OF KANSAS CITY AND 100 MILES SOUTHEAST OF OMAHA. IT IS A CITY OF SOME SIX SQUARE MILES AND ABOUT 5, 440 POPULATION. AMONG THE AREAS INVESTIGATED IN THIS REPORT, SUBMITTED ON SEPTEMBER 26, 1975, ARE THE ORGANIZATION OF THE POLICE DEPARTMENT, THE CRIMINAL INVESTIGATIONS CONDUCTED BY THE DEPARTMENT, POLICE RECORDS, PERSONNEL, PERSONNEL TRAINING, CRIME PATTERNS IN THE CITY, TRAFFIC INCIDENTS, AND CLEARANCE RATES. THE ROLES AND RESPONSIBILITIES OF THOSE CONCERNED WITH POLICE ADMINISTRATION - THE MAYOR, THE POLICE COMMISSIONERS, THE POLICE CHIEF, AND THE CIVIL SERVICE COMMISSION - ARE EXAMINED IN DETAIL. TO IMPROVE THE ORGANIZATION AND MANAGEMENT OF THE FALLS CITY POLICE DEPARTMENT, AN ACTION PROGRAM DEALING WITH TOP LEVEL REHABILITATIVE MEASURES, HEADQUARTERS RELOCATION, AND INTERNAL IMPROVEMENTS IN SUCH AREAS AS RECORDS, TRAINING, POLICE EQUIPMENT, AND PERSONNEL IS OUTLINED.
