This report presents an overview of the counter-terrorism training offered by Federal departments and agencies, as well as the main issues associated with the training.
Abstract
Counter-terrorism training is offered by many different agencies and departments of the Federal Government, including the Departments of Defense, Energy, and Homeland Security and the Environmental Protection Agency. The overarching goal of the training programs is to prepare personnel to respond to and recover from terrorist attacks. The Department of Homeland Security has the primary Federal responsibility for providing counter-terrorism training to emergency responders at all levels of government. The trainings offered through other agencies and departments tend to focus on specific critical infrastructure concerns or are designed for specific groups of emergency responders. An overview is provided of the major training activities offered through the various agencies and departments of the Federal Government. The report also identifies the major issues associated with the counter-terrorism training, which include problems of possible duplication and redundancy of training efforts.
