HISTORY, ORGANIZATION, TYPES OF TRAINING OFFERED, AND PHYSICAL FACILITIES OF THIS CENTER ARE SUMMARIZED; METHODS USED TO COMBINE THEORY WITH PRACTICAL APPLICATION ARE DESCRIBED.
Abstract
THE FEDERAL LAW ENFORCEMENT TRAINING CENTER WAS ESTABLISHED IN 1970 AFTER STUDIES REVEALED THAT, WITH THE EXCEPTION OF THE FEDERAL BUREAU OF INVESTIGATION, NO SINGLE AGENCY HAD AN ADEQUATE TRAINING FACILITY AND THAT TRAINING RECEIVED WAS NOT UNIFORM. TREASURY WAS SELECTED AS THE LEAD AGENCY BECAUSE IT HAD THE LARGEST NUMBER OF PERSONNEL TO BE TRAINED. AFTER OPERATION IN A TEMPORARY FACILITY, THE FORMER GLYNCO NAVAL AIR STATION NEAR BRUNSWICK, GRORGIA, WAS SELECTED AS THE PERMANENT SITE. IN 1977 MORE THAN 30 AGENCIES USED THE FACILITY. PERSONNEL TRAINED RANGED FROM FULL-TIME INVESTIGATORS TO SECURITY PERSONNEL FOR FEDERAL FACILITIES. TWO MAJOR AREAS OF STUDY ARE OFFERED. THE SPECIAL SERVICES DIVISION TEACHES: PHYSICAL TRAINING, WHICH INCLUDES MEDICAL TECHNIQUES, WATER SURVIVAL, AND METHODS OF ARREST AS WELL AS SELF-PROTECTION; DRIVER TRAINING WITH SPECIAL COURSES IN OPERATION OF FOUR-WHEEL DRIVE VEHICLES FOR PARK POLICE AND BORDER PATROL; AND FIREARMS TRAINING. THE POLICE AND INVESTIGATOR TRAINING DIVISION TEACHES THE LEGAL, CRIMINALISTICS, COMMUNICATIONS, HUMAN RELATIONS, AND INVESTIGATIVE ASPECTS OF LAW ENFORCEMENT. DURING 1976 ABOUT 5000 STUDENTS WERE TRAINED; ABOUT 7000 ARE EXPECTED TO GRADUATE IN 1977. COURSES RANGE FROM 2 TO 16 WEEKS, DEPENDING UPON RESPONSIBILITIES OF THE PERSON. ADVANCED INSERVICE COURSES VARYING FROM 1 TO 8 WEEKS IN LENGTH ARE OFFERED IN SUCH SPECIALIZED SUBJECTS AS ADVANCED LAW ENFORCEMENT PHOTOGRAPHY OR SPECIAL PROBLEMS OF ALCOHOL, TOBACCO, AND FIREARMS ENFORCEMENT.
