Abstract
THE ACT AND THE REGULATIONS MADE UNDER THE POLICE ACT INTRODUCED NEW PROCEDURES FOR THE HANDLING OF COMPLAINTS MADE BY MEMBERS OF THE PUBLIC AGAINST MEMBERS OF THE POLICE FORCE, UP TO AND INCLUDING THE RANK OF SUPERINTENDENT. A MAJOR INNOVATION WAS THE POLICE COMPLAINTS BOARD, WHICH DEALS WITH COMPLAINTS THAT HAVE BEEN INVESTIGATED BY THE POLICE. THE BOARD HAS NO JURISDICTION OVER MATTERS AFFECTING INTERNAL DISCIPLINE, NOR DOES IT DEAL WITH QUESTIONS OF COMPENSATION. INDIVIDUAL SECTIONS OF THE HANDBOOK DEAL WITH THE DEFENSE; THE ROLES OF THE CHIEF CONSTABLE, THE DEPUTY CHIEF CONSTABLE, AND THE INVESTIGATING OFFICER; THE DISCIPLINARY HEARING; APPEALS; AND SUSPENSION. IN ADDITION, POLICE DISCIPLINARY REGULATIONS OF 1964 AND 1976 TO 1978 ARE INCLUDED.
