PROVISIONS CONCERNING TRAINING AND MANPOWER DEVELOPMENT DEAL WITH ENCOURAGING TRAINING, MANPOWER DEVELOPMENT, AND NEW PERSONNEL PRACTICES WITH A VIEW TO IMPROVING THE CRIMINAL JUSTICE SYSTEM; PARTICULAR SECTIONS FOCUS ON PROSECUTING ATTORNEYS, STATE AND LOCAL CRIMINAL JUSTICE PERSONNEL, CRIMINAL JUSTICE EDUCATION, AND FBI TRAINING. EXTENSIVE ADMINISTRATIVE PROVISIONS STIPULATE GUIDELINES FOR SUCH ASPECTS OF THE ACT AS THE ESTABLISHMENT OF THE OFFICE OF JUSTICE ASSISTANCE, RESEARCH, AND STATISTICS; CONSULTATION CONSIDERATIONS; SUBPOENA POWER; CONFIDENTIALITY OF INFORMATION; AUTHORITY TO ACCEPT VOLUNTARY SERVICES; A DISTRICT OF COLUMBIA MATCHING SOURCE; AND PROHIBITION ON THE USE OF CIA SERVICES.
