LEGISLATION AND INVESTIGATIONS IN 1974 SPONSORED BY THE SENATE SUBCOMMITTEE TO INVESTIGATE JUVENILE DELINQUENCY ARE REPORTED IN THE AREAS OF PREVENTION AND CONTROL OF DELINQUENCY, DRUG ABUSE, AND FIREARMS CONTROL.
Abstract
DURING 1974, THE SUBCOMMITTEE DEVOTED A MAJOR PORTION OF ITS TIME TO THE ISSUE OF PREVENTION AND CONTROL OF JUVENILE DELINQUENCY AND CRIME. IT EXAMINED THE PROBLEMS OF JUVENILES IN DETENTION, THE GROWING PHENOMENON OF FEMALE DELINQUENCY, AND THE INCREASING RATE OF SCHOOL VIOLENCE AND VANDALISM. THIS STUDY, WHICH AFFIRMED THE NEED FOR A COMPREHENSIVE, COORDINATED, SUITABLY FUNDED FEDERAL RESPONSE, RESULTED IN THE PASSAGE OF THE JUVENILE JUSTICE AND DELINQUENCY PREVENTION ACT OF 1974 (PUBLIC LAW 93-415). THE MAJOR COMPONENTS OF THIS LEGISLATION ARE SUMMARIZED. STUDIES CONTINUED IN THE AREAS OF PROPOSED CHANGES IN THE FEDERAL YOUTH CORRECTIONS ACT, IMPROPER USE OF JUVENILE RECORDS, INTERSTATE TRAFFIC IN CHILDREN, AND JUVENILE JUSTICE STANDARDS AND BILL OF RIGHTS FOR CHILDREN. THE SUBCOMMITTEE TOOK VARIOUS ACTIONS ON THE FOLLOWING ISSUES: ILLICIT METHADONE TRAFFIC AND ABUSE, REPEAL OF NO-KNOCK STATUTE AND EXTENSION OF COMPREHENSIVE DRUG ABUSE PREVENTION AND CONTROL ACT OF 1970, CONTROL OF INTERNATIONAL TRAFFIC AND ABUSE OF DANGEROUS DRUGS, REGULATION AND CONTROL OF OPIUM AND ITS DERIVATIVES, MANDATORY PENALTIES FOR NONADDICT HEROIN DEALERS, AND DRUGS USED IMPROPERLY TO CONTROL OR DISCIPLINE INSTITUTIONALIZED PERSONS. LEGISLATION DESIGNED TO REMOVE RESTRICTIONS ON THE USE OF COMMERCIALLY MANUFACTURED BLACK POWDER FOR FIREARMS IN SPORTING, RECREATION, OR CULTURAL USE WAS PASSED IN DECEMBER OF 1974. THE SUBCOMMITTEE WORKED FOR PASSAGE OF A LAW THAT WOULD INCREASE PENALTIES FOR THE USE OF A FIREARM WHILE COMMITTING A FELONY WHICH THREATENS LIFE OR PROPERTY. LEGISLATION DEVELOPED OR PROCESSED BY THE SUBCOMMITTEE IS LISTED AND SUMMARIZED, AND SUBCOMMITTEE PUBLICATIONS ARE INDICATED. JUVENILE DELINQUENCY DATA AND REFERENCES ARE ALSO INCLUDED. (RCB)
