THIS VOLUME PRESENTS THE FULL TEXT OF SENATE SUBCOMMITTEE HEARINGS HELD IN JUNE AND JULY OF 1978 ON LEGISLATION TO ESTABLISH OFFICES OF INSPECTOR GENERAL IN 12 FEDERAL GOVERNMENT AGENCIES.
Abstract
THE LEGISLATION WOULD CONSOLIDATE AND COORDINATE THE AUDITING AND INVESTIGATING FUNCTIONS IN ORDER TO COMBAT FRAUD, WASTE, AND ABUSE IN FEDERAL AGENCIES. AGENCIES TO BE AFFECTED BY THE LEGISLATION INCLUDE THE DEPARTMENTS OF AGRICULTURE, COMMERCE, HOUSING AND URBAN DEVELOPEMENT, INTERIOR, LABOR, AND TRANSPORTATION. ALSO INVOLVED WOULD BE THE ENVIRONMENTAL PROTECTION AGENCY, COMMUNITY SERVICES ADMINISTRATION, GENERAL SERVICES ADMINISTRATION, NATIONAL AERONAUTICS AND SPACE ADMINISTRATION, SMALL BUSINESS ADMINISTRATION, AND VETERANS' ADMINISTRATION. IN OPENING REMARKS, SENATOR THOMAS EAGLETON NOTED THAT EXPERIENCE WITH INSPECTOR GENERAL OFFICES IN THREE AGENCIES PROVIDED THE IMPETUS FOR THE PRESENT LEGISLATION. MOREOVER, ONE THIRD OF THE AGENCIES RECENTLY SURVEYED BY THE GENERAL ACCOUNTING OFFICE DID NOT RECEIVE A PROPER FINANCIAL AUDIT DURING FISCAL YEARS 1974, 1975, OR 1976. TESTIMONY PRESENTED DURING THE 3 DAYS OF HEARINGS CAME FROM LEGISLATORS, EXECUTIVE BRANCH OFFICIALS, AND MEMBERS OF THE PUBLIC.
