This manual is intended for use by Michigan law enforcement agencies in evaluating their pursuit driving policies and procedures.
Abstract
Article excerpts illustrate the media's focus on the accidents and fatalities caused by high speed police driving and public concern about police high-speed pursuit policies. Following a summary of the California Pursuit Study, the manual discusses legal considerations in pursuit-driving negligence. Some technical and legal aspects noted in the promulgation of pursuit-driving are the importance of written policy and the judicial admissibility of police written directives. A review of Michigan legislative initiatives on pursuit driving addresses a subcommittee report on high-speed policy and recommendations regarding police pursuit liabilities and uniform State policy. The presentation of sample pursuit driving policies for review and comparison includes those for the Michigan State Police, five Michigan jurisdictions, and the model policy of the International Association for Chiefs of Police. A discussion of the need for pursuit driver training includes a related 21-item bibliography. 29 annotated resources and 47 other references.
