THE COMPOSITION OF THE NEGOTIATING TEAM IS A PROBLEM FOR THE EMPLOYEE ORGANIZATIONS AS WELL AS THE PUBLIC EMPLOYER.
Abstract
EACH PARTY HAS LEGITIMATE CONCERN OVER THE COMPETENCE, INTEGRITY, AND OTHER QUALITIES OF THE OTHER SIDE'S NEGOTIATORS. THE AUTHOR ADDRESSES THIS PROBLEM BY INDICATING THAT THE COMPOSITION OF THE BARGAINING TEAM CAN BE BROKEN DOWN INTO A CONSIDERATION OF THREE ELEMENTS IN PUBLIC MANAGEMENT - THOSE CONCERNED PRIMARILY WITH 1) CENTRAL FINANCIAL CONTROL, 2) CENTRALIZED PERSONNEL MANAGEMENT, AND 3) OPERATING MANAGEMENT.
