SUMMARY OF RESEARCH ON POLICE MISCONDUCT AND OPERATIONS OF THE POLICE JUSTICE SYSTEM.
Abstract
THE RESEARCH BREAKS DOWN COMPLAINTS AGAINST OFFICERS INTO DEPARTMENTAL, CRIMINAL, AND CIVILIAN COMPLAINTS AND ANALYZES THE INCIDENCE OF EACH TYPE IN THE STUDY GROUP OF 1,915 OFFICERS. EMPHASIS IS PLACED ON DIFFERENCES IN THE NUMBER OF COMPLAINTS AGAINST OFFICERS IN DIFFERENT RACIAL GROUPS AND IN DIFFERENT POSITIONS WITHIN THE DEPARTMENT. A DETAILED ANALYSIS OF THE DISPOSITION OF THE CASES IS ALSO GIVEN. THE RESEARCH CONCLUDES THAT THE MAJORITY OF THE COMPLAINTS ARE DEPARTMENTAL AND THAT THE POLICE JUSTICE SYSTEM IS MORE CAPABLE OF DEALING WITH THESE THAN WITH CIVILIAN OR CRIMINAL COMPLAINTS.
