PROPOSES A DEMOCRATIC ORGANIZATION MODEL THAT ALLOWS OFFICERS DIRECT PARTICIPATION IN IMPORTANT DECISION MAKING ON THE BASIS OF THEIR INVOLVEMENT IN THE PROBLEMS OF THE COMMUNITY.
Abstract
THE TRADITIONAL RIGID HIERARCHICAL ORGANIZATION WITH A TOP TO BOTTOM CHAIN OF COMMAND IS CONSIDERED INADEQUATE FOR OUR COMPLEX SOCIETY IN THE DYNAMICS OF CHANGE. IN THE NEW MODEL OFFICERS WOULD BE RESPONSIBLE FOR INITIATING IDEAS AND IMPROVEMENTS IN THE AREAS OF CRIME PREVENTION AND ENFORCEMENT IN THEIR JURISDICTIONS. THEY WOULD FURTHER EXPERIENCE THE SATISFACTION OF IMPLEMENTING THEIR OWN IDEAS. THE DEMOCRATIC MODEL EMPHASIZES FREE COMMUNICATION REGARDLESS OF RANK, RELIES ON CONSENSUS DECISION MAKING, AND TAKES SERIOUSLY THE NEED OF EACH PERSON FOR SELF-EXPRESSION IN IDEAS, FEELINGS, AND INDEPENDENT ACTION.
