NARRATIVE DISCUSSION OF THE FACTORS WHICH CONTRIBUTE TO POLICE CORRUPTION AND SOME SUGGESTIONS ON HOW TO COMBAT IT.
Abstract
THE MAJOR PRESSURES TOWARDS CORRUPTION HAVE BEEN SUGGESTED AS BEING (1) THE FACT THAT THE POLICE HAVE NOT HAD THE GROUP STRENGTH TO DISASSOCIATE THEMSELVES FROM LOOSE GENERAL ATTITUDES TOWARDS IMPROPRIETY IN OUR BROAD SOCIETY, (2) IMPROPER OR INADEQUATE POLITICAL OR JUDICIAL CONTROL, (3) AN IMPRESSIVE BUT DETERMINABLE GROUP OF ADMINISTRATIVE FAILINGS, AND, (4) IN A VERY SMALL NUMBER OF CASES, CORRUPTION OF THE INDIVIDUAL BEFORE HE ENTERED THE POLICE ORGANIZATION. AMONG THE MEASURES SUGGESTED TO COUNTERACT THESE PRESSURES ARE THE RECOGNITION OF REQUIRED STANDARDS IN POLICE MANAGEMENT, THE FORMULATION OF REALISTIC ROLE DEFINITIONS AND ETHICAL CODES, AND THE UTILIZATION OF ANALYSES MADE BY SOCIAL SCIENTISTS WHO STUDY THE POLICE.
