A former director of the Montreal Police discusses the problems that weigh upon directors of large municipal police forces.
Abstract
The director of police is placed in a dilemma. He is dependent on municipal authorities, in close contact with public opinion through a critical press, and appreciated in general by the population. On the other hand, his police officers' union practically has a monopoly on public power, especially in countries with no military conscription. Thus, the police director must focus on conciliating the various powers that make the rules or influence the police.
