This is a historical review of school safety policies and programs administered by the federal government for 1990 through 2016.
Abstract
The introductory section provides an overview of actions by the federal government to increase school safety in the following periods: 1970s and 1980s, the 1990s, the 2000s, and the 2010s. This is followed by a major section on "School Safety Programs and Policies Administered by the U.S. Department of Education." This section reviews federal legislation for safe and drug-free schools, safe and drug-free schools and communities program, technical assistance centers, and school safety data collections. The next major section of this report addresses "School Safety Programs and Policies Administered by the U.S. Department of Justice. Included in this section are COPS ( Community-Oriented Policing Services) Office school safety programs, the National Institute of Justice's (NIJ's) school safety programs, the Office of Juvenile Justice and Delinquency Prevention's (OJJDP's) support for school safety, and school safety technical assistance centers sponsored by the Department of Justice. The third major section addresses "School Safety Programs and Policies Administered by the U.S. Department of Health and Human Services" (HHS). This section reviews HHS school safety and student behavioral health programs, HHS-funded technical assistance and resource centers, and the Centers for Disease Control's (CDC's) data collections related to schools. The concluding major sections pertain to "School Safety Programs and Policies Administered By Interagency Partnerships." this section reviews the Safe Schools/Healthy Students Initiative (1999-2013), the Safe School Initiative (1999-2004), School Emergency Preparedness Initiatives, federal partners in bullying prevention, the Supportive School Discipline Initiative (2011-16), Now Is the Time Initiative (2014-16), meeting the education needs of system-involved youth, and the Comprehensive School Safety Initiative. A selected bibliography accompanies each major section. 19 tables and 1 figure
