While guarding the home of a cooperating witness, New York City Police Officer Edward Byrne is shot and killed in an ambush by a drug gang. Later that year, the Anti-Drug Abuse Act establishes the Edward Byrne Memorial Formula Grant Program. Now called the Edward Byrne Memorial Justice Assistance Grant Program, it is the largest source of federal support for state, local and tribal public safety efforts.
